They couldn't use the drones because they claimed the drones were not armed. But they were. Obama was in a "hell if you do, hell if you don't" situation, and he picked (by refusing to pick) the "hell if you don't" and went to bed.
Hillary was trying to keep US presence in Libya, and her success would have helped her Presidential run. Obama/Jarrett are assisting the Muslim Brotherhood in a takeover of the rest of the world. The Armed Drones are Obama's private army used to assassinate enemies of the MB.
Hillary and Stevens got in the way of that, and they both lost.
It's why Hillary resigned so quickly.
