It’s been known to happen when the King wants something and the little people stand in the way of his getting it. Try David and Uriah, 2 Samuel 11.
The big mistake we make in the US is underestimating the evil that our leaders are capable of doing. I doubt that the little people ever knew of David’s surrogate murder until many years later.
