A little girl was drowning at the beach and the lifeguards were ordered to stay in their chairs.....
In SanFran, First responders were ordered to not save a suicidal drowning man as it was too dangerous about a year back. The man succeeded in killing himself.
...because the Mayor had insisted that he had personally killed the head shark, the rest were no threat now, and the water was no longer dangerous thanks to his heroics. The sight of lifeguards in motion would have made him look like a fool, so he decided to let the girl drown and blame her death on dolphins that were mad about tuna nets. :)
