They weren’t concerned about any “Cross Border Authority,” so Lt.Presley O’Bannon and a crew of Marines and sailors freed the hostages at the Shores of Tripoli. That’s what CINCs do.

Oh yeah - I hadn't thought of that in this context. It was a HUGE deal at the time - our young country making war on pirates in international and national waters!
