I agree completely. However, the cross-border authority issue stamps Baraq with this one right in the middle of his forehead.

He can claim that he didn’t give a stand-down order and, in the finest tradition of Clintonian word-parsing he might be correct, but by refusing cross-border authority for rescuing forces, he is wholly culpable.

The in-country force at Tripoli was headed out to Benghazi when they were told from military higher ups to stop, as they had no authority to go. That was the testimony at the whistleblower hearing. Not a cross border issue, apparently, as they were inside Libya.
