I agree completely. However, the cross-border authority issue stamps Baraq with this one right in the middle of his forehead.
He can claim that he didn’t give a stand-down order and, in the finest tradition of Clintonian word-parsing he might be correct, but by refusing cross-border authority for rescuing forces, he is wholly culpable.
