I won’t speak for the other states but Minnesota is definitely not putting it on the ballot because they know it won’t pass.

It was on the ballot in 2012. Opponents of same-sex marriage proposed a constitutional amendment that would have barred the legislature from recognizing same-sex marriage. It lost, 47%-53%.

If the people don’t say no, it gives government a green light to say yes for them.
