Interesting point. I’ve read that the slave population in the south in 1860 was around 4 million. Where do you get the 330,000 figure?

From the 1860 census excluding border states like Maryland, Kentucky, etc. Slaves in those states had to wait for their freedom.
The Emancipation Proclamation applied only to Confederate states. The Radical Republicans (Anti-slavers) controlled Congress throughout the Civil War and stiffened Lincoln’s position to make the War about Slavery rather than Union alone.
