It may be real simple.
The 2 drones that showed up on-station were probably armed. But never used. Even worse, Woods and Doherty were targeting their killers. But no one released the laser guided munitions from drones.

From page 5:
“Communications
Positive communications between the designator
operator and the munition delivery means is required
to coordinate the proper PRF code, the seeker/laser
designator alignment, and target designation timing.”
Summary: You can not start ‘painting a target’ until you know something is overhead AND you know what PRF code it will be seeking or you coordinate the PRF code with the pilot/operator of the overhead munitions.
If the former SEALS were actively painting then they were in communications with a pilot/operator who could confirm/set the PRF code the munitions would be seeking.
