Unarmed, who tries to restrain a thug with a knife, after seeing him stab someone? The stabbing is shocking, not what the witnesses did not do.
Multiple witnesses can handle one man with a knife. I have a friend who took down a hostage taker who had a crossbow as police waited for a negotiator to show.

Multiple witnesses can handle one man with a knife. If this was a gang initiation, then the "witnesses" would be fellow gang members making sure he did the initiation requirement, with the added job of stepping in if the target tried to defend himself.
