Concealed carry rules for Illinois emerge but face uncertain fate

A measure spelling out who can carry concealed handguns and where they can carry them emerged Thursday after months of contentious negotiations, a system with one set of rules for violence-plagued Chicago and another for the rest of Illinois.

Though the attempt at a compromise cleared its first hurdle in the Senate, it faces considerable opposition from gun rights advocates who derided it as an effort to greatly restrict where guns could be carried for self-defense and argued that it gave too much leeway to law enforcement in denying permits.

"You put lipstick on a pig, and it's still a pig. That's what this is," said Todd Vandermyde, the National Rifle Association's Illinois lobbyis

Illinois makes it as difficult as possible to legally own a gun. Took me 16 weeks just to get a FOID card.

The deadline set by the federal court is weeks away.

If they don't pass a bill that meets the criteria, the court should just declare the laws of the state invalid, and Illinois will become an open carry state with no restrictions.

That would be interesting.

The Cook county Democrats are such unhinged, rabid hoplophobes that they will never pass a realistic CC bill.

I expect that the deadline will pass, the state will enter a period of ambiguity, and Lisa Madigan will appeal.

She won't appeal right now because she wants the political cover. She's a rabid hoplophobe too, but she is a statewide politician with higher aspirations. She needs the cover or unrestricted carry to claim that she "was forced" to appeal.

On appeal, I suspect that a higher court will flush the 2nd down the toilet. The US is a police state in all but name nowadays.

You have to realize that the State of Illinois already admits to being a police state. Whereas most states (I believe) have the 2nd included in their constitutions directly, Illinois has this wonderful Orwellian variation:

SECTION 22. RIGHT TO ARMS
Subject only to the police power, the right of the
individual citizen to keep and bear arms shall not be
infringed.

In other words, there is no right to keep and bear arms under the Illinois constitution.

Any place that would prohibit personal firearms is a potential, and more likely a certain danger zone.

Thugs tend flock to those kind of locations.
