How the IRS could deny something that seems plainly true.

In short, according to the IRS, if you're minding your own business and the agency decides to go after you or your group about your taxes -- for an examination or an audit -- you've been targeted. But if you apply for your group to be a tax-exempt one and your application gets sat on for more than a year or you receive a flurry of excessive and/or illegal information requests, that's not targeting. That's what former acting IRS commissioner Steve Miller, speaking at a new Ways & Means hearing, on Friday called "horrible customer service."
To a lay person, the semantic parsing over whether the Tea Party type groups were targeted or not seems astonishing. Republican Rep. Tom Reed, a self-described "country lawyer from upstate New York," said the burgeoning scandal should be called "IRS Targeting-gate."
But if you look closely at Shulman's answer, it's clear that from an inside-the-agency perspective, it's hard to conceive of the tiny part of the massive national organization that involves review of voluntary requests for evaluation being a targeted intervention, since the IRS does not require the groups to file such requests, and did not ask them to do it.
Such a way of defining targeting doesn't make any sense from a lay perspective -- but Shulman's more than year-old answer reveals a lot about the IRS perspective on the world, and the agency's general level of power.

Surprise, surprise. NBC News sure didn’t give IRS boy any cover tonight.
They are not different than other criminals EXCEPT they have unlimited funds to pay lawyers: OUR MONEY.
Because they want it over and done with ASAP. The longer this drags out, the quicker Obama and company start to rot. The media is trying to spray Febreze on a corpse and tell us there’s nothing going on.
The word “targeting” is an interesting word-—not unlike the phrase “in the crosshairs” which drew so much outrage from the left. Of ourse, if it is a conservative ripe for assasination, then it’s OK.
That is the OBAMA IRS. And this stuff is happening NOW. Boehner should be lighting off a rocket to the White House to explain this dispute with the IG Report or there will be consequences.
How could that guy sit there and lie like that repeatedly? What a sick country they have created.
You misunderstood or I wasn’t clear. NBC was highly critical of Miller, said this isn’t going away soon and didn’t seem upset about it.
The big take away for me was that the Obama IRS is disputing the IG Report findings. If that is the case then the Treasury Dept. and White House need to clarify what facts they dispute.
This is all happening now. Obama can’t claim ignorance. All these folks are part of the Obama Administration and the buck should stop over at 1600 Pennsylvania Ave.
Makes you wonder what part of obstruction of justice these guys don’t understand.
Obama’s IRS delayed approval of conservative groups until AFTER the 2012 election. So the IRS rigged the election for Obama. all these tea party groups if allowed to participate also would have gotten more conservative Republicans elected to the House and Senate. So Obama’s IRS rigged the election stole the presidency, stole the Senate for democrats/socialists and made the House more liberal. This is illegal and unconstitutional. email this to congressmen so they are aware of that the IRS and Obama’s plan was to steal the election by shutting down the tea party.
So, where’s the ACLU in all of this?

The Democrats could rename themselves the “Know-Nothing” Party, but that has already been taken and was very considerably politically different.
When the IRS Chief can defend agents depriving conservative civil rights, and say they did nothing illegal, we are well into federal tyranny.
Use the anti-Palin definition. “Targeting” means you want them shot.
