"According to the IRS source, who is based in Cincinnati, complex cases are routinely elevated to the Technical Unit for guidance. Many of the questions that agents sent to groups most likely came “from Tax Law Specialists — lawyers — in D.C.,” the Cincinnati employee explains. “With tea-party cases, questions from the Tax Law Specialists were way too aggressive,” he says. The Washington Post described these lawyers as parsing “the murkier, more complex applications” — including those of tea-party groups."

Who are these people in the "Technical Unit?"

How many are there?

How many donated to Obama?

How many volunteered for Obama for America? Just like...Ronald C. Machen.

The US Attorney for the District of Columbia, Ronald C. Machen - the man responsible for the aggressive surveillance and phone record scrutiny at Fox News - is also a big donor to the Obama Campaigns.

An organizational flow chart (http://c6.nrostatic.com/sites/default/files/pic_article_052113_IRSorgchart.jpg) included in the IG report indicates that the manager of the Technical Unit, who lodged the request, is based in Washington.
