Illinois House introduces less restrictive gun bill

SPRINGFIELD— — An Illinois House version of legislation to allow people to carry concealed weapons that emerged Wednesday would not let Chicago have its own set of rules and could make it easier to get a permit.

The latest proposal is an attempt to address concerns of gun rights advocates who balked last week at a more restrictive Senate concealed carry bill favored by gun control supporters. Backers, including Democratic Speaker Michael Madigan, hope the House version finds enough common ground between the two sides to clear the General Assembly and meet the standards of a federal appeals court ruling that put the issue into play late last year.

"My expectation is there will be sufficient votes to pass the bill," said Madigan, D-Chicago.

With little more than a week until the May 31 adjournment deadline, it's unclear whether the Senate would agree to the House gun bill or simply set up another stalemate between the two chambers similar to the one that has emerged on pension reform.

Illinois pols still do not understand- shall not be infringed.
Anything that Madiganistan endorses should be shot down on principle

Looks like it has a long list of places you are not allowed to carry. It also requires 16 hours of training and costs $150 for 5 years. The background check info looks to be the same as what’s required to get a FOID.

I have relatives in Illinois. The only state I cannot defend myself, and the state in which I feel the greatest need to defend myself on a visit.

Everyone in Chicago seems to have a gun, and they have a higher murder rate than most places in Iraq and Afghanistan.

I just avoid the state, which also saves me money on highway tolls and damage to my wheels from potholes in the toll roads.

Via Days of Our Trailers, I got to read the Illinois Politician Version of Concealed Carry Law. I think you have a better chance to carry a gun in London (The one in the UK) than in the Land of Lincoln if this law is passed.

First, even if they call it “Shall Issue” it is not. You have to send the ton and a half of paperwork to be reviewed by a Board of idiots (Concealed Carry Licensing Review Board) selected from whatever group of politically influenced people decided they need to put on a payroll of the state. After 90 days if the stars align and you catch them in a good mood, they may send you the permit. If they don’t send you the permit, you get to appeal even if there is no reason for them to forbid you from carry. You might be a pure as a newly born baby but you don’t get to carry unless the board decides so, if the do and they cannot be sued, fined or even given a raspberry because the law immunizes them from any legal recourse a citizen may employ even if the board was wrong in denying your permit.

I do love the provision for Firearms Instructors: You can’t have a CCW unless you have training by a State-Approved Instructor and it is the State that determines who is an instructor and you will have to jump through the hoops of becoming one. If you are an NRA Certified Instructor, tough titty said the kitty, you ain’t worth spit. Of course if the State only approves a very few number of instructors and these are so overwhelmed they cannot teach enough classes and issue the certificates fast enough for the demand that is sure to come…well tough luck brother as the State has complied with the letter of the court order.

Fees? Well, it is a $150 for the permit but you need a gun too, right? So you still need the FOID (Firearm Owner Identification) and that is another $300. Were you expecting that the new CWP would eliminate the need of FOID? Dude, really? You think Politicos are gonna NOT collect taxes if the can? So if you need to get a gun to defend yourself and have to carry it with you, be ready to spend $450 plus gas, waste of time, aggravation, etc.

There is so much crap in this law I stopped reading less than halfway through because I got a headache. There are states in he South that would have burned their legislatures if they tried to pass such an abusive law or even just suggesting it.

And the problem is that apparently there is a bill worst than this as counterpart from the Gun Control side of the aisle and that leaves you wondering WTF is wrong with Illinois.

In this article, there is a noteworthy absence of a single word, which by this absence, utterly negates these proposals.

The word is: “Republican(s)”. Not a single mention.

Yet for once, Illinois Republicans are “in the catbird’s seat.” Just by *preventing* any law by June 9th, they, and the people of Illinois, win BIG.

And I suspect this is going to be the case, because already Rahm Emanuel has put out the suggestion that *he* should get the credit when Chicago’s crime rate drops like a rock. How about that for a cynical attitude?

And all indications are that the crime rate will drop when honest citizens can be armed.

The really interesting thing will be what will happen when the street gangs are outgunned. There are many small ones right now, because the two giant gangs were busted up and fragmented.

Some control just a single block of territory. But in turn, this means that if even one or two honest citizens in that territory get guns, the gangsters lose control. Because the only means the gangs have to control right now are illegal guns.

So what’s a gangster to do? Migrate?
