Possibly....but I suspect that that course of action might have the effect of having some “fence sitting” Representatives over in the House go down on the side of voting NO!
And no, that is not wishful thinking but my considered opinion. With the 2014 elections approaching, many folks in Congress are getting very skittish about being associated with anything that even hints at being associated with corruption. And Reid passing something using a bypass of traditional “regular order” has the smell of corruption to me.
