The WESTERN European model worked when the US was protecting France etc. from the Soviets and the French opted out of NATO -- to spend that money saved on freebies for the population

Just as the US over the past 20 years has taken a turn left, former left countries like China, India etc. are turning right....

It grates on my nerves to see socialism espoused in the scripture you cited. The LDS church also has a concept of the "united order" that feeds on the same socialist concepts. Socialism always fails when it runs out of resources to steal from those who work vs those who consume. Is "heaven" a place of inexhaustible resources that requires no work? If so, it might work.
