When there was talk of cutting off $$$ to Egypt recently, Victoria Nuland explained that if we did, the US would "...have no leverage" over that country.
(I didn't put a (/s) after that because it wasn't)
Same story we get on getting cable tv out of prisons - it would give them no leverage to control the prison population.
