Correct! Which is why you should find a qualified gun instructor familiar with Utah's conceal/carry permit requirements and have that person train and certify you for a Utah Conceal/Carry permit.
A little known secret in Illinois' conceal/carry law is that other states conceal/carry permits will be VALID in Illinois.
If you want to avoid the wait to get a conceal/carry permit in Illinois, get trained, qualify for, and apply for a Utah conceal/carry Permit. Illinois will honor it as soon as you get it and as soon as the Illinois law is signed.
Once Quinn signs the Conceal/Carry law (as flawed as it is..) there will be a FLOOD of folks here in Illinois applying for the permit. Having a UTAH permit enables you to conceal/carry right away in Illinois for at least the first year. That'll be plenty of time to formally apply through Illinois while still being able to carry here.
