It was literally cheaper to embark on raids for fresh slaves than to feed existing slaves adequately. These days, large scale slave raids would result in UN intervention. So they do a cross between chattel slavery and old-style Arab slavery (males are castrated and worked to death, but paid nominal amounts for their services).

In the new style slavery, slaves are paid nominal mounts but no longer castrated. Because castrated slaves can’t beget new slaves.
