1) That's pretty stupid, considering most terrorists use throwaway, one-time use cell phones. Knowing the location of a suspect call would help you track a suspect.
2) Since the real reason the NSA does this surveillance is to spy on Americans for Zero and the paranoid Powers That Be (they're afraid of 'the people' - those they call 'civilians' - and probably the military, but they're working on eliminating that threat), all they really need is the phone number and they can quickly find out where you live anyway.
This is just an attempt to put at ease the low-info Amerikans, if they're even paying attention at all. I'm sure they're recording the locations, too.

I remember the FBI person bragging we can get all the social media for a 48 hour window and narrow it down to one square mile of the finish how could they do that if they didn’t have GPS.

Well that bit of "restraint" makes it all OK. Sure they don't collect data on location - it has no purpose whatever to know where a call originated/ended, especially if they are supposedly tracking terrorists and other bad guys. The only place it wouldn't matter is if they are amassing data on everyday citizens who tend to live and stay in a known area.
CHOOSES being the operative word (present tense). For all we know the choice was made the morning NSA officials made this statement and once again chose to collect geolocational info that afternoon.

and the irs doesn’t snoop through your medical records either, and 0 is a US citizen.....some one is smoking crack.
They are tracking you...they know what cell towers you are hitting. they can deduce a patter of your usage or even anomalies if you go somewhere on vacation or hunting in the north woods or whatever.
They don’t need to track you down to the millimeter, a quarter mile is more than close enough.
