There would be major 1st amendment legal issues with such an ordinance.
the sheriff can go outside of Milwaukee and make his PSAs. Milwaukee ordinances are only good in Milwaukee.

Probably not but Obama has the NSA on speed dial and if
they don’t shut Clarke down they may be outed or audited.
Obama is the fishes head of a rotting federal government and
their is no telling how far the stench goes. Everything is
suspect, nothing and no one can be trusted. They are either
in on it or compromised. The citizens have been blanket
mirandized, anything you say, do, go, buy, etc will be used
against you in the court of public opinion by the government
or state controlled media.

The ordinance prohibits use of county funds for purchasing air time for paid public service announcements. The sheriff is free to say what he wants, as long as he doesn't use county funds to buy the time with.
I think the Sheriff erred by not fleshing this out with more than just a PSA. That is, he should have created a low- or no-cost outreach from his office to members of the public, so there would be a visible metric to how the idea was working. And obvious support for it to continue.
For low cost ideas, he could arrange for deputies to be available at public event gun training, at shooting ranges when they were doing their routine gun qualifications. And the deputies could be evaluated for their weapons teaching skills at the same time. Even demonstrating how to properly clean and maintain guns. Then the public could train at the range on their own, after paying the range fee.
Likewise, he could produce pamphlets for the public with general information about gun laws and proper use, which should easily fit in his public information budget. And each pamphlet could include a mail-in postcard to register for gun training seminars, and other public safety freebies.
Wisconsin has had problems in the past with groups claiming to be posse comitatus organizations; and by Wisconsin law, the Sheriffs are the only head of the legal posse comitatus in their county. So while he could create a posse of citizens of good character, he should call it something else.
I know one sheriff who will win re-election.
