I don't know what the Concord PD use of force policy says, but the federal use of force policy would allow taser use in that situation since he was using mechanical force to resist arrest.

The, albeit weak, knee strike is another issue. I personally would consider that an outside of policy tactic for a non-assaultive person.

Trying to arrest somebody that doesn't want to come peacefully is a difficult prospect, but there are a number of physical techniques which could have been applied before the knee strike.

I mean one is behind him and the other is using both hands to grab a wrist?

Don’t these guys learn arm bars or effective restraints?

I mean, this can’t be the only they ever arrested.

Looked amateurish to me.
