I am guessing it is similar to what they say in Philly and inner-city Pittsburgh.
“We want more money from the State”. Which translates “we want more money from people in rural areas”, which are overwhelmingly White.
Ergo when the State says “no”, the Eeeeeeevil White People are being mean again.
