Interestingly after Black Jack Pershing used that tactic to put down the Muslim revolt in the Philippines, the Muslims in the Moro Islands militated for the Philippines to enter the Union as a state, rather than be granted independence because they thought life would be better under the First Amendment than in a newly independent majority Christian country without it.
