A war crime is a serious violation of the laws applicable in armed conflict (also known as international humanitarian law) giving rise to individual criminal responsibility. Indiscriminate compared to what? Drone strikes are a lot more specific than the bombing of cities in WWII, but a lot less specific than arrest and trial.

That said, Obama is certainly in the running for hypocrite of the century, and Daly for idiot of the year.
