I'm just speculating but I believe this is about drug trafficking. Menendez was trying to block the transfer of donated electronic equipment to the Dominican Republic's customs agency. This equipment screens cargo containers for illicit drugs concealed in the load. Menendez’ crony is a private contractor poised to get a $500 million contract for port security in the Dominica Republic. Menendez claims the drug cartels want the port to use the screening equipment because it will result in less hands-on scrutiny. The whole thing is fishy.
