This may be the norm, but lets not exclude the possibility that the governments involved have initiated exceptions through diplomatic negotiations.
Oh I certainly agree with that...and I would not be surprised if the USA back-channels aren't involved as possible.
I say this because they could have easily nabbed him in China...by using simply ‘theft’ rather than Espionage charges. The Espionage Verbiage gave China the loop-hole they needed. It's all Geopolitics now....
