Close enough for government work.
Here we are supplying weapons to Al Qaeda and worried about catching this man for exposing Obama’s plot to destroy the Constitution.
Wasn’t one of the Boston bombers let back in the country because of a SNFU with paperwork?

yes, you have to be careful drafting and not just do some crappy cut and paste. If nothing else, legal docs should be correct.
I used to review civilian warrants for certain legal requirements before the civilian leos could arrest our soldiers. If they weren’t up to par, they got sent back.
That is all that has happened here, the US patched together some garbage and emailed it to Honk Honk but it failed to pass muster.

“capture snowden 4 us, bad guy, send 2 us chop-chop/asap. eric”
Right back at ya Jay! It really sucks when some government official lies right to your face, huh? You know they're lying, but you just don't know what to do about it? We feel your pain, you lying weasel.
I think the Global Press has by now informed about all 7 billion of us that transposing a couple of letters in your name will get you by any Terror Watch List on the planet.

Intentional.
Hey Jay, i thought democrats weren’t allowed to ever comment on ongoing investigations. Do you know where liars go Jay? They go to hell.
Understandable with such a common name like “Edward Snowden.” There were bound to be a bunch of men with the same name and middle initial in Hong Kong at any given time. He could have been confused also with Edward Jeffrey Snowden, Edward Jason Snowden, Edward John Snowden, Edward Jonathan Snowden, Edward Julius Snowden, and a host of others.
