Who cares what the people on the ground wants, this is a strict top-down federal system now.
Washington makes all decisions, makes the rules. When it doesn't work they make more rules.
It's been a very long time since they listened to people who actually know their stuff. It's 100% politics now.

Opps you forgot about the 20,000 weapons, uniforms, and automobiles. Do we really need 20,000 people to watch 20,000 people cross the border weekly?
