If this isn't allowed, will any of the Republicans sue to force Obamacare to go into effect in 2014? It would be like shoving a stalled car back onto the railroad tracks in an attempt to force the train to stop entirely. A very, very dangerous game to play, but maybe the only way to start slicing apart Obamacare.
They can simply refuse to fund any parts of the law not implemented on the agreed timeline.
