You are partially correct. Two other factors are (1) if a white responds violently they will spend the rest of their life in jail, and (2) many whites are restrained by personal decency.

You have stated some conditions which have lately been imposed upon whites. However, the coalition is passing laws against that which they fear; i.e. well armed whites with the will to defend themselves, their families and friends against the nearly brainless and those who lack self control.
I think in fairness they should be advised that if you attempt to attack our persons and property you will be killed or injured. Then do it if necessary.
