The goofy thing is that Walmart had announced they planned to pay an average of $12.39/hour. But the DC bureaucrats had to stick the knife in over 11 cents. Only people they hurt are their constituents.
Nope. You got that wrong. There's a BIG difference between an average of $12.39 an hour and a minimum of 12.50 an hour. New employees with no experience would be starting at minimum wage, while managers could be making up into the teens and even 20's or more an hour, and the average could be 12.39 an hour. Making the minimum 12.50 an hour would mean that either they would not hire inexperienced workers or would have to pay them 12.50, and the overall average rate would probably be upwards of 15 or 18 or even 20 an hour. A merchandising store cannot survive with average rates like that.
Washington DC doesn't deserve Walmart. Better that they build in "flyover country" where they get a better class of job applicants with a better work ethic, and where people appreciate you.
