Um, I dunno... Maybe because marijuana and tobacco have different compositions?

Cannabis and tobacco smoke are not equally carcinogenic

Because cannabis doesn't have tons of other chemicals added in processing. Cannabis bud pretty much comes to you right of the stalk after some drying. This is not the case with most tobacco.
