I’ve never heard FDR sent Kennedy to London as an insult or joke. Kennedy actually enjoyed success running the SEC for Roosevelt, plus had been a huge supporter and contributor. When word got back to Washington that he was acting like a crazy uncle, they recalled him.

The way I heard/read was that FDR sent an "Irishman" to the Court of Saint James.

(Then there was the hot dog dinner...)

When word got back to Washington that he (Joe Kennedy Sr,) was acting like a crazy uncle, they recalled him.

And evidently saved his life, if post #7 is factual.
