Well, maybe not solely. I think he probably wouldn't want to meet with such ambassadors, but these circumstances will now be conducive to a nice bath house visit in several foreign lands and a furtherance of the appearance of diplomacy and actually doing a job.
Of course, if such ambassadors aren't fully compliant, they might well become as expendable as perhaps was Ambassador Chris Stevens.
