He was a Crow. They wore stuffed crows on their heads.
They were the only tribe brave enough to challenge a Nowipee tribesman in hand-to-hand combat,
due to their overpowering odor.

It's a rip-off of an old legend about an indian called "Crow-Head". Something to make Tonto "edgier", I guess.
