combined with really incompetent teachers
combined with an extremely slanted curriculum
means the kids would be better off anywhere other than the government schools. They might learn less, but of what they did learn, less would be leftist Howard Zinn garbage.
Literacy was higher before compulsory attendance laws than it is now. Compulsory attendance was never (since Bismarck) about education, but about control.
