I don’t think that he sounded like a screaming maniac. I think he was livid with anger at Juan Williams’ insultingly stupid prevaricating.
The guy is always loud, but you are correct - this time his voice was trembling with fury. Juan responded with a stunned, glassy-eyed look. He heard the anger, too.
