It wasn’t the unions...it was the white people reacting to the racist rits of 67... They fled took the tax base associated with them and they settled in the burbs....

Their state constitution guarantees all pensions and health benefits for retired state employees.
Full Disclosure - my elderly Aunt taught school in Cook County for 30 years and has a remarkable retirement income.
Just like Michigan, Illinois must borrow money or raise new tax revenues each year to keep paying the retirees.
Unfunded liabilities for Illinois are now projected at $100 billion.
Almost 50% of the state budget currently goes to retiree benefits!
I’m confused on that point as well. The thread title matches the video’s graphic. I didn’t hear any mention of unions in the video at all.
