The problem is we did not ENFORCE THEM for 40 years

Not totally true. I remember in the late 1980s having to wait forever for a meal at my favorite Mexican restaurant because the INS had been around that morning and 3/4 of the staff were sent home. TRUE they were felons to being with by hiring these illegals (pre e-verify), but the INS was doing some enforcement back then.

SOME enforcement, but not 100% - I knew illegals from living in Tucson, AZ. I volunteered to teach them at a high school class. Their parents lived here AND their grandparents.
