In all likelihood, so are the children. Human traffickers use promises of a better life in another country to lure people to use their services--the people think they are just getting help to cross the border. By the time they are sold into slavery and figure out what was really going on, it's too late.
Failure to enforce immigration laws is failure to stop human trafficking (aka slavery).
