When employees became Wards of the State, businesses started hiring as few of them as possible. Repealing ObamaCare is the merest beginning of what is needed - some kind of Federal Right to Work law strongly supporting the Independent Contractor and imposing serious criminal penalties on unions and the IRS for tampering with independently negotiated work relationships would do much more to help.
But good luck getting anything like that passed. Real unemployment will keep growing for the next twenty years, at least.
