Look, I do not know what is going on, but if NSA has a microscope so far up ALL of our kiesters, how is it that the same guys missed the Tsarneav boys why Russia tipped us off to them and they were pretty much working in the open?

That’s an excellent question, and add to it the FZort Hood murderer. But the answer is easy: (1) political correctness, (2) forest and the trees - NSA has been looking at the former, in love with its clever algorithms and humongous ranges of surveillance, while missing the latter, because of #(1).
Information overload. The computers spit out only the names and info that match preset criteria. There are not enough human agents to then vet those names and info. However, if an op enters a name or SS# or what have you then he gets all the info for that entry and sends the drones or just checks your cell phone to find out where you are right or looks at the set-top-box camera/mic data to see what you were doing last night in front of the TV in your bedroom.
You're right; it does not add up… and here's why:
The surveillance is not about terrorists, though that's what's used to justify it, but about getting information on the people.
Or, to put it another way: it depends on what your definition of terrorist is.
This administration has made it clear that it considers Constitutionalists, people who oppose abortion, returning veterans as [potential] terrorists.
It's also likely they consider anyone with leadership skills, enough to rally the people challenge them, to be a Supreme Master Terrorist.
It is about control, of you and everyone else. That is why it does not add up.
The Boston bombing was also used to continue the “spontaneous’ lie.
First they made the claim the 2 terrorist had an attack planned for July 4th then just a couple of days before the Boston attack changed their plans and without any advanced planning carried out the attack in Boston then “spontaneously” planned an attack for NYC.
You’re damn right it doesn’t add up unless you suspend all disbelief.
