It’s surgery because it is an invasive process. It’s not open heart surgery. But cutting into someone is surgery.

any time a person is sedated and unaware...it is medically called surgery..I have lived with a heart diseased person for 52 years...a quad bypass, and stents number of times, and now his second defibrillator is implanted...they have come a long way with caring for the heart...how thankful we who have endured this know...
this morning my brother in law just was released from hospital after having two stents implanted...a family of eight males, all with heart disease...inherited from both sides of the family...
we wish GWB the best..he is a strong willed man and will do well..
It's an invasive,and not fool-proof,procedure.I have a saying that I picked up after having worked in a hospital for 20 years...."minor surgery is surgery done on someone else".

Friend of mine had a stent put into the top of her heart to open a blockage.
They opened up her groin and threaded the stent & the item which placed it up thru her body.
She was completely under with general anesthetic and woke up in the recovery room.
If that isn’t surgery, What is???
