On a related note, I found it comical the other day in church, we had missed traditional type worship and stayed over for the contemporary rock concert. While I was there I noticed that every woman in the “worship team” was very nicely dressed with modest clothing and jewelery and styled hair, no tats (that I could see). The men in the team on the other hand all looked like they just got there from the Old Navy summer sail, they all had on shorts, flip flops, sleeve tats, calf tats, and grungy hair.
I found that funny in my own way.
The issue at hand was just that he was wearing a hoodie, I think this entire situation is ridiculous. Now, if his actions made the security folks suspicious of him, they have the right to question him on their property or even ask him to leave, but I seriously doubt the establish has a blanket prohibition of ‘hoodies’ in place.
Have the same thing at my local bank. I ignore the hell out of the sign. Everyone knows me anyway, so I'm not sure what the point of it is. Hell, if I didn't have a fedora on, someone would probably wonder what was going on.
That would be a strange sight.
I get the impression, from the music magazines my teenagers get, that this is what most non-classical musicians look like these days. The tattoos and piercings are positively frightful.

I think you should embed your name in there somewhere, though — you should get all “cred” for your creative talent and the time it take you to put those graphics together.

No.. Generally though, in such environments, those policies are generally posted. It's not just a matter of a waiter taking a look at you, and deciding that you have to wear a coat/tie/shoes/whatever. Folks who won't comply with the stated requirements should be asked to leave. If they won't leave, then it's a trespassing issue.
OTOH, I don't think it's the government's problem if you have politically incorrect policies. If a baker doesn't want to make a wedding cake for a couple of fags who want to 'marry', is not something the government should be able to force them to do.
I suspect the majority of the problem in this particular case was the fellow wearing the hoodie. And of course there's also the fact that there is no problem that can't be made worse by adding police to the mix.

As a matter of fact, the mall does have a blanket prohibition against “hoodies”, and it is prominently posted.
Mall security asked him to remove his hoodie, or leave the premises.
He refused to do either. (at that point, he became an official unwanted tresspasser)
They called the cops.
Florida can get real cold this time of year, so the poor lad was probably wanting to keep his hoodie on so his ears could stay warm.

Those sorts of restaurants usually politely request that you don a tie, or leave.
If one refuses to do either, then yes, it is appropriate for the business to call the cops.
The cops get to decide if they want to arrest the individual, or merely explain that they must leave the premises at once, as their continued presence has now escalated to a minor crime.
What a horrible thing we do to our children, the most innocent of us.
The old Mae West line comes to mind: "Is that a pistol in your pocket or are you just glad to see me?"
