It is a little understood fact that in construction, which can include ship re-fitting, in many cases the Government self insures for property insurance.

The contractor or the re-fittter does have general and comprehensive liability, but often property insurance covers the general fire exposure.

It would not suprise me if part of the loss is not insured by the repair or re-fitting contractor and is carried by the government as they often do not require “Builder’s Risk” on construction to cover the accepted and completed portions of the work.

Portsmouth Naval Shipyard is a NAVY shipyard. The worker who started the fire was a civilian US Navy employee. Why would the Navy sue itself?

Why, if a civilian employee of the shipyard set the fire, is the Shipyard (or, more likely, their Liability policy)not paying the bill?

The Navy owns it. Should they bill themselves?

With China building its forces by the day, as we cut ours by the day, they will eventually become the "super".

You are aware that even without the Miami we outnumber the Chinese in nuclear attack subs 53 to 7? With at least 9 more in the pipeline? How many do you think we need?

I was responding to the post asking why the insurance from whoever employed the workman wouldn’t cover the repairs as opposed to the Govt. Many don’t know that the government self-insures on some risks.

However, it is even further afield if he was a civilian Navy employee.

Generally. But in this case, as well as the case for Norfolk and Puget Sound and Pearl Harbor, the shipyard is owned and operated by the Navy.

Fury told Navy investigators that he started the fire on the USS Miami - and another outside the submarine - as he was suffering from anxiety and having problems with his ex-girlfriend.

Why yes; there are some beautiful lakes in Montana. And I am not above buying a used car. One hasto ‘kick the tires’, but a have a hot Porsche I picked up used.

Apparently, I didn't make my point, which was - China is building their military much faster that we are replacing old platforms. Just read that China will soon become the financial leader of the world, which will assist their military programs. Hell, they already have nukes. You think they'll stop at that? They want Asian dominance.

Yes, I know that we outnumber them and our tech is better (for now), but it only takes one attack sub to send a Trident to the bottom. It's all about strategy, not numbers. Thankfully, we have better training from years of experience, providing the PC Navy that wants women on board our subs don't screw that up.
