There is still a lot of money in Chicago. They can still play games with the books for some time to come. When you see a mass exodus of wealthy people from Chicago, we could put Chicago on the list for the next to fall.

But Chicago still has enough wealthy people to fleece. Chicago is also taking a lot of money from the state. If IL ever gets a republican governor that reduces the corruption, Chicago is in trouble.

But nobody needs to worry about that. All citizens in IL are funding Chicago.

True enough, people overlook at how many cities are already getting bailouts by other means. Like Chicago (and Detroit) wanting to shift union health care costs to Obamacare or Gary Indiana wanting the state police to patrol the city. These are bailouts by other means.

In fact I wouldn't count NY out either. They got a bailout in the form of loan guarantees back in the 70s and their debt has continued to grow.
