It's like a metaphor dressed in the literal wrapped in a symbol.
Isn't the mark of a despotic regime its need to vilify the most powerless, most easily denigrated members of society? A rodeo clown! I don't see the same bulls eye on, say a fire-breathing hate-speech filled America-despising imam.
Unfortunately, that is now what appears to be a permanent minority position.
