This is an old tactic. I remember from the Penkovsky papers (1960’s) that most missiles parading thru Red Square every year were actually hollow.

I had to laugh, just the other day, when my 9 year old son very emphatically told me that North Korea fails at everything. I don’t know where he heard this or came up with it, but it was out of the blue and he said it so matter of factly.
