The Pulaski Skyway connecting Newark & Jersey City is similar; won all kinds of awards when it was built (when few people had cars), but now is just a disaster. I was stuck in traffic on it years ago; there was a car on fire in the right lane, people squeezing past in the left, and no shoulder. They have exit ramps from the fast lane as well.
A mess.
Upgrades and expansions are called for throughout the region, but too many people are reflexively anti-infrastructure.
