Not entirely the union's fault, although I'm not lettig them off as fault-free. To manage the program, Boeing brought in some Ford executives to manage the program. A friend of mine, a former CEO of a local firm, interviewed for a management position on the project. He didn't get it. He told them they were treating it as a "just in time" project when it should really be treated as a "six sigma" project. He was right.
